Are funds necessary when already residing in Canada?

Hi everyone, I'm about to send my application through the FSW, my question is, I've been in Vancouver for 2,5 years now, working 1,5 years in a low-skilled job but financially stable (great credit, rent and so on), but I'm far from the $12k they require for 1 applicant. The fact I live in Vancouver for a couple of years and I'm really stable here would 'waive' the necessity of having those $12k in my bank account?

Any input would be highly appreciated.

You do not have to show that you have these funds if:

you have a valid offer of arranged employment in Canada AND
you are currently working or authorized to work in Canada.
