One of the eligibility criterias of the sponsor should be not to receive "social assistance". Do they mean food banks as well when they say social assistance?

No but your savings are so low that you are dependent on foodbanks that could lead to being required to prove that you can afford to sponsor a partner. If IRCC realizes you need the food bank to provide food for your family there is a very good chance that your would receive a procedural fairness letter and you could be denied for not having sufficient income to support your family. IRCC doesn’t want to approve sponsorships that will place more demand on charities or social services to cover you basic living expenses expenses it do. If you received welfare you wouldn’t qualify to apply for sponsorship but if you are dependent on foodbanks your application could be denied. I would strongly suggest you increase your income so you have more disposable income and savings so you can show your can support your family without the need for charities for basic living.

If I have accessed a food bank in the past year in one instance, but haven't done so afterwards, and if I have savings and income currently build up I believe this is not an issue?

Going once in a year going to a food bank is not an issue. You say you have income so you are working and making money so should not be an issue.

As long as you are no longer in a position to need the use of a foodbank and have been able to support yourself without a foodbank quite some time you should be fine. You will have to show that you can support extra people on your current income/savings since sponsorship will lead to increased expenses.
