ARC processing time in Mexico?

Honestly i dont know how long either. but my spouse may have to do an ARC.
but i read about someone in 2011 that took them only 2 months to process the arc form.
i also have 2 friends who were withdrawn refugees(they withdrew during there finally hearing and did not do a praa) and they went back to mexico and did a work sponsorship i guess its called canadian experience class.
and they just got back to canad in may 2012 and neither of them were ever asked for an ARC form. aswell when they go to customs in canada noone ever asked them anything about there refugee process.

Hi, I'm a bit confused, I sent an ARC application to the Canadian Visa center in Mexico city, 3 months ago and I never got any message from them, such as : we receive your application or anything of the kind, also I sent an email asking about the application and no results at all. Is that normal? Once they get an application what is the next step? Does anyone knows?? Thx
