but They haven't issued a Biometric instruction letter for him. Also, I read a tweet from IRCC that said that biometrics for non-accompanying dependents is not required.

My apology, yes you are correct non-accompanying spouse do not require biometrics but they require medical exam. If they charged you for spouse biometric fee they should refund it.

We have the same AOR. I've been on BG verification ("We are processing...") for about 3 weeks now.
