It was relayed to me by the MP office.They receive lots of requests for Citizenship inquiry and the CIC is blaming COVID. I know someone in the forum requested corporate records from IRCC and below is the link (353 pages).

Key Points:

Citizenship Grant Processing Time in months (End to End) at Hamilton IRCC between January 1, 2020 to December 31, 2020 (Only Granted applications):

Streamlined: 15 months
Routine: 17 months
Complex: 19 months
Total: 18 months
% Process in 12 months: 18% (lowest among all other IRCC offices across Canada)


As of December 31, 2020, Hamilton has an inventory of 8245 applications.

Inventory by age:
0-4 months: 509
5-8 months: 1243
9-12 months: 1587
13-18 months: 2958
19-24 months: 1667
25-36 months: 222
37-48 months: 44
49-60 months: 3
61+ months: 12

Between April 1, 2020 to December 31, 2020, they completed 422 ceremonies (Citizenship, Hearing and Ceremony events).

Wait times from Decision to Ceremony:
FY2019/2020: 3.3 months
October to December 2020: 8.5 months

Found that post in another canadavisa discussion. If that is true, it may take some time for rest of the April applicant from Hamilton to get their test invite. Applicant from other places, waiting for test invite, can check the link up there!

How much delays can one reasonably expect if changing address (province)? I'm still awaiting a test invite and so far, only the Background check is showing as "Completed".

My new local office (where I will move to) seems to be processing these applications at a faster pace than the previous one; hence, the dilemma.

How much delays can one reasonably expect if changing address (province)? I'm still awaiting a test invite and so far, only the Background check is showing as "Completed".

My new local office seems to be processing the applications at a faster pace than the previous one; hence, the dilemma.
When did you apply and timeline and local office name?

If local office is fast then just leave it as it is. But not sure if changing address of DM will again delay and how much. But one should not change address till test which is main mile stone i believe to avoid making the application pending for too long.

I would say that you should change address after test or DM. which month they are issuing test invites for your office?

My wife complete her test July 19th, two days later she been request to send cpy of her passports. email has been send with the passports copy 27th of july. 29 th of july her status changed to DM , we are planning for 4 weeks Vaccation can she complete her cermony from abroad if its virtual cermony.

It is a virtual ceremony but currently, there aren't any reports or any evidence you can take oath from outside Canada. So, the current understanding is you MUST be in Canada to take oath.

You need to be in Canada to take the Oath of Citizenship. If you get your invitation while you’re outside Canada, reply to the invitation email to explain your situation in detail.

In your email

  • put “Outside Canada – Oath of Citizenship” in the subject line
  • In the body of your message, include
    • your full name
    • your application number
    • a detailed explanation of your situation
We’ll contact you with your next steps after we receive your email.
You will likely be asked to reschedule if you can't get back to Canada for oath.
