It does. They expedite issuing certificates for people with evidence that they'll be traveling soon
Not any travel though. You have to have a good reason, like serious illness or a job-related travel ... etc. If you simply want to travel, they are no longer accept this as a reason for urgent processing of the certificate and passport.

@CaBeaver is correct. They may not accept any reason to travel.

In the oath invitation letter, they mention this in the very first paragraph. They also suggest that if you need to travel soon and need your PR card to return you should contact them to postpone your ceremony temporarily.

They'll ask you before you destroy it if you plan to travel within the next 4 weeks. Although, technically, you can apply for a passport from outside Canada. It's just a matter of asking someone to pick up your citizenship from your mailbox in Canada once it's delivered then apply for passport through the mail-in option. Once your passport is ready, you can have the person mail it to you wherever you are. That said, you must be in Canada for your oath ceremony
I don't think mailing passports (especially, Internationally) is legally allowed. I doubt courier companies would accept it as a package. That said, you may be able to get your citizenship certificate mailed out to you and apply for a passport through a Canadian Consulate in another country, but you'd have to check what their requirements are like. I checked one in Dubai, and asked if they would be able to issue my "first" passport, and they said they could although the processing time is a bit longer (3-4 weeks).

Does anyone have any experience with postponing their oath ceremony? How long did you have to wait to have it rescheduled? There's a solid chance I'll have to ask for deferral.

all, I have a question about the information inconsistency on the two dashboards.
my ecas has a decision made status but the detail shows below:
  1. We received your application for Canadian citizenship (grant of citizenship) on April 6, 2020.
  2. We sent you correspondence acknowledging receipt of your application(s), and a study book called Discover Canada on October 26, 2020.
  3. We started processing your application on December 8, 2020.
I passed the test in August but it didn't show on the detail page.

The other dashboard shows everything completed, except oath being "not started".

Which one should I use to continue tracking?

The new tracker has more details. Ecas shows the same thing for me (with different dates).

Got my certificate in the mail today! Exactly 14 days after the oath ceremony on Nov. 3. Everything in the portal has been completed since Nov. 5 but the application still says in progress. I'm guessing someone forgot to close the file.
