whether only in India or both India and Canada regarding the below IRCC requirement? it state that " Police Certificate: Applicants in Canada and their accompanying family members, who are 18 years of age and older and have resided in India for 6 months or more since the age of 18 are required to obtain a Police Certificate from that country’s law enforcement authorities."

It's not very clear what you are asking. It doesn't matter where you are living now. If you have resided in India for six months or more since the age of 18, you need to get a PCC from India.
