Applying work permit while waiting for 2nd stage VO approval

Mu husband and I are currently waiting for the second stage of approval for me sponsoring him through the London office. We were approved on 31st May for Stage 1 (me as a sponsor). We are hoping to move to Vancouver in August. My husband is initially coming as a tourist as he has to return to the UK to write University exams in October so he will not be working from August to Oct. When he returns in October has anyone had any luck applying for a temporary work permit while waiting for the VO to approve their application? Any advice/help would be greatly appreciated.

Since you applied outland, your husband will need to find an employer who is willing to offer him a job first. That employer will then need to obain an approved LMO (labour market opinion). Only then will your husband be able to apply for a work permit. More information on LMOs is here:

Open work permits (i.e. work permits that do not require LMOs and that are not tied to a specific employer) are only available to inland spousal sponsorships.

I know it's wishful thinking, but hopefully your PR will be approved by then! if you are already approved as a sponsor, and London VO is usually quite fast, hopefully you will have the answer and he can land and start looking for a job... London is average 7 months, which for you would mean december, but a lot of the cases are done in 3 to 4 months, so then october would be feasible...

unfortunately I am not sure there are other possibilities for Temporary Work Permit.
