Applying without reference letter from current employer (CEC)

Hi guys

I'm applying for my girlfriend's PR. She's currently working here in Canada and her present employer is refusing to provide her with an official reference letter. She fits into the CEC category and has received an ITA. We've been trying to get this document every way we can, but to no avail. From my understand, we can still apply with the following:
1. Signed letter from colleague with her job duties/responsibilities
2. Job offer letter on company letterhead
3. 1 year pay stubs
4. Email record of HR non-compliance
5. Details of current work permit with the same employer, for the same NOC code
6. Letter of explanation (LOE)

My concern is, will this suffice in lieu of an official reference letter per IRCC's requirements?
