I am currently a US-educated nurse looking to apply for PR to Canada via HealthCare stream/PNP. I started this process last year but got discharged and paused. I had been looking around to get a general sense of what I might need. I came across the dependent section requirements.

I live in the US with my teen daughter. I have an older son who is 20. He's been estranged since he was 17. I don't know where he is or how to reach him. His last phone number is out of service. His last known email is blocked because. Basically, he is not in my life anymore and I don't financially support him.

How do I go about this? My understanding is that I have to get a medical examination for him as well as his contact information. I have no way of doing this.

From my research, I plan to include a Sworn Statement that I permanently waive my right to sponsor him. I also plan to include an affidavit and a detailed LOE as well as some of the listed items below.

  • Original Active Duty Orders from when he enlisted in the Navy at 17
  • Screenshot of his text asking me to never contact him and that he's blocking me on all media
  • A screenshot of his girlfriend's FB profile showing a photo of both in a romantic embrace and her relationship status stating "In a relationship"
  • -Screenshots with transcript of video where he said he and the girl were moving in together
  • Returned mail sent to his last known address

I could possibly include

  • Email correspondence from right before he left showing me coordinating with my local police to work with another federal agency about bringing him back across state lines when he ran away. I'm reluctant about this one because my goal is not to tarnish his image.
  • Also considering getting a letter/affidavit from some of my friends who attempted unsuccessfully to contact him.

Happy to accept suggestions on documents, wordings and general process from those who successfully removed a non-accompanying dependent and processed their application (and timeline).

This comes up from time to time. There is no one solution. (If you had proof he had married or common law [residing together more than one year], that would make him no longer a dependant)

I think what you've got is ... what you can get. Go with that. No-one can tell you how long this might take or if IRCC will ask for more info or for you to make another attempt.

A few small-ish points:

-I presume you are no longer with the other parent; if there is any correspondence or records that are relevant, you might include, or at least refer to what/where the other parent is up to. If not really relevant - well, a short explanation may be helpful. (I don't need - just address it) Eg if he joined the military at 17, did the other parent provide a sign-off? Or did he ever get court-order emancipation?
-Your coordination with police: my only reservation is if there is any implication that there is criminality (on his part). I don't know if there's as much utility in including that correspondence or if just referring to these contacts in a letter of explanation is enough (you'll have to decide what to include).
-You can consider whether contacting the girlfriend with a request to help may be useful. Ideally what you'd obtain (assuming of course that he will refuse to do the medical exam) is a letter from him stating that he has no interest in emigrating to Canada, refuses to have the medical, considers himself an adult and no longer a dependent, etc. Doesn't have to be long: eg I have no contact with my parent, will not have a medical, will not emigrate, and I am an adult and consider myself emancipated and no longer a dependant of my mother.

I'm a single parent, have been divorced from their father for a while. I was granted full custody and have been making all their decisions. He has no visitation rights and a permanent restraining order. He's not been involved in anything with the kids and to my knowledge is remarried with kids in another country.


Do you think I should include all the information (eg custody orders, restraining orders and divorce papers)? And under what category? Thank you for pointing out, I never even thought about it.

For the military enlistment, it was just me that signed the permission thing. There was no court-order emancipation. I was going to provide the orders as proof of him being an independent adult, essentially emancipated. The only proof of cohabitation I have is the video of him saying he & girlfriend just moved in to an apartment together and it's been more than 12 months.

Yes, I have reservations about the police thing too. It was not necessarily that he did a crime but running away across state lines had me involve police across 3 States and eventually, that federal agency that deals with tracking down runaway minors. I think I will leave it off, seems like it may raise more questions than solutions.

I like the idea about attempting correspondence with the girlfriend and the letter from him saying he's not interested. Would it be beneficial to request that he notarize it?
