Applying Study Permit from Saudia Arabia

Dear Gents

I just got an offer letter from Canadian University for Meng Electrical.I am from Pakistan.The thing is that i am currently working in Saudi Arabia and want to apply from here. Can you please tell me whether it is better to apply from Pakistan or from Saudi Arabia to get the Study Permit.
