Applying PGWP with Spousal open work permit

I recently finished my 2 Yrs studies in Canada and applying for PGWP. My question is can i apply spousal open work permit together with my application because right now he is in open work permit ? I have a job offer with NOC B.

I think that you actually have to already be employed with a qualifying NOC before you can apply for a spousal OWP. Just having a job offer is not sufficient.
