I'm an American citizen living in Canada, looking to apply outland in order to speed up the process of my PR.

I know that others have done this as well - my question is regarding the application form IMM5490E (Spouse Questionnaire):

One of the questions asks if your spouse has visited you, and wants a list of dates and places.

If I put no, and explain that we already live together, will that kick back my application? Are we truly allowed to apply outland even if we are already in the country, or is it just a loophole that we're supposed to keep quiet?

How did you answer this question? (Question 24 "Maintaining Contact")

outland has nothing to do with where the applicant physically is. it is about where the application processes, meaning it processes OUTSIDE of canada (for family class pr Ottawa is considered a visa office "abroad"). there is no rule or law that says an outland applicant can't be living with their sponsor in canada when their application is submitted. many people do this as visitors, workers or students. your application will not get "kicked back" because you happen to be living in canada with your spouse. answer the question truthfully, and you won't have an issue because of where you live.
