When a person applies for a temporary visitor visa online, do they need to provide their biometric before the application begins to be processed? I know in the paper version, the fingerprints should be submitted at the same time the application is handed in. But in the online method, can someone postpone the biometrics step until the visa is approved? (and avoid paying the fee at a VAC for collection of biometrics if rejected?) In other words, is it possible that a visa applied online gets rejected with no further need to provide fingerprints and pictures, or is an application considered incomplete until the biometric information is received.
