Hello, I am a US citizen and live very close to the US-Canadian border. I have been accepted into a program at a Canadian university and so am planning on applying for a study permit using the on-arrival method at my local border checkpoint since it is so close. Will I get rejected however if the border checkpoint I am applying at is not in the province I intend to study in? Also, is it ok to apply for it early? My program starts in the fall, but I want to go to the border checkpoint next week.

As long as you have proof or concrete plans for ongoing travel to your destination to Canada. Tough to say whether getting a study permit this early will be an issue with no plans to actually enter and stay in Canada.
