Applying from India Hyderabad

Hi Guys,
I am applying from Hyderabad, India under CEC. I have got the IELTS result but PCC is not done yet. Can I send the application without PCC and later send it or is it needed along with the application itself.
And most importantly, when applying from India...which office to send the application? Is there an office in India to process CEC applications...or do I need to send it to Canada?

Can someone please help me with some detailed steps...

Send the application to CIO-Sydney without the PCC. You can either wait for the CIC to request for the PCC and then submit it or once you have the file number (AOR) send the PCC.
