You can be in Canada and applied outland (living proof, we landed in December)this is new information for me about Inland and Outland normally whats i believe was that Inland applicant are those who applied PR while they are already in Canada like students and workers while Outland applicants are those who applied PR while they are not in Canada

Inland application: both applicant and sponsor must be living inside of Canada. Applicant can apply for an open work permit as part of the application. If the application is rejected, there is not appeal option.
