Applying for study permit in a visiting country

Hello everyone! I would like to know if it is possible to apply for a study permit in a country in which my status is a Visitor. I want to apply from the country where my parents are living and working but I can only be there as a visitor. If anyone has applied for a study permit outside of his/her country of residence and received it please share your experience with me.

You can but you need to show strong ties to your home country as well as career progression in your home country.
