I landed in Toronto on 02 March and have not received my PR Card yet, though it was approved on 12 April.
Since I have plans to travel back to Canada I need to apply for PRTD.
Can someone whose PRTD was approved advise on response to question 19? I cannot risk rejection of PRTD, any tips/advise will be helpful. If anyone has any experience with VFS Pune pls share. Thanks.

You should state what question 19 is.
 
All you have to say is that you did a soft-landing (which i'm assuming was the case) and that you'll be settling permanently in Canada later on. You can also say that since you've recently become a PR you have more than enough time to meet the residency requirement.

That's what I did and had no issues getting the PRTD.

You should state what question 19 is.
19 states - Humanitarian and Compassionate grounds.
Since I became PR 2 months back, I am not sure if I meeting resedential obligation is applicable for me, or if I meet the requirement. So am I expected to provide explanation to point#19 on the PRTD form?
