Applying for PR while on study permit

Hello all,

I am an international student currently pursuing masters in Canada. I have 1 year of foreign skilled work experience and a CLB 9 score. I plan to pursue PhD after finishing my masters around May 2020. The crs score for my profile, when I will finish masters, will be 477. Hence I would like to apply for PR through FSWP while pursuing PhD. Is it possible to do so? Can my PR application be rejected because I am already in Canada on study permit? The reason I fear this is because the Canada government assumes that I will add on to the skilled work force of Canada after getting my PR. However, I will not be able to work full time immediately after getting the PR as I will be busy with my PhD.

Any advice on this topic will be extremely helpful. Thanks in advance.

Yes you can apply while still studying as long as you qualify. Are you sure you have CRS 477 with only 1 year of work experience and not in Canada?
