Family are moving to Canada very soon. One is Canadian born citizen, his wife is Indonesian. The wife holds a TRV, valid for two more years.

1: Is she able to apply for PR while her TRV is still valid?
2: Can she get a driver's licence (or start the process) in Alberta with a TRV?
3: Can she apply for health care with a TRV?
4: Can she apply Outland for PR once she's here (sends it to a friend who can mail it in from overseas...?) If she's Inland she can't leave Canada while it's under process - is that right?
5: Do Police clearance certificates have to be a maximum of 3 months old when CIC receives it regardless of her nationality and the countries she has to get the certificates from? I know that was the case for me as a UK citizen applying from the UAE but didn't know if that applies right across the board.

1. Yes. Applying for PR has nothing to do with her TRV.

2. No idea.

3. She will be able to get healthcare in Alberta as a visitor.

4. Yes, she can apply outland. There is no need to mail the app from overseas. They can send it themselves from here. If she applies inland, she shouldn't leave Canada.

5. No. Read the PCC validity rules on the website.
