I just about made it back to Canada before my PR card's validity in Feb,2021 and since then been here in order to complete the 730 days requirement. Im about to complete this requirement and was wondering if I can apply and then leave the country. My understanding is that if I don't have my PR card on me i can still apply for PRTD. is there anything else i can do to ensure i dont get stuck outside Canada due to delay in processing ? I waited for 21 months to be in compliance and now want to visit home asap.

I think most of us here would say not to apply with exactly 730 days but to wait until you have at least a bit of a buffer (e.g. at least a couple of weeks). Two reasons for this. Once is to make absolutely sure you are not short by even one day. The other is to hopefully avoid having your PR card renewal go to secondary review and take much longer to process because you've applied on or very close to the 730 days. Yes, you can apply for a PRTD from outside of Canada to return. I'm not sure if the processing time of the PRTD might be impacted if your PR card goes into secondary review. Wait for others to comment on that.
