Applying for PR Renewal before fulfilling the RO

Hello,
I landed as PR in October 2019 and lived in Canada only for 21 days. I moved to Canada permanently in December 2022. My PR card will expire in December 2024. I will be fulfilling my RO in November 2024. Can I apply for renewal now? If not when can I apply for the PR renewal?
Please advise. Thank you.

You are in compliance with the residency obligation if you have been outside Canada LESS THAN 1095 days since becoming a PR (if less than five years since you became a PR ie the date you landed), or in the last five years (if a PR > 5 years).

Further, I think your arithmetic is wrong: if you returned to Canada in December 2022, the 21 days you stayed in Canada (October-November 2019) will start to fall off - you lose the days from five years ago beginning in October.

So by my quick arithmetic, no, you are not in compliance. You are therefore better to wait until after December (some here will say until you have a small buffer > 730 days in last five years, eg 15-30 days more). So even better to wait until say January.

On the positive side: there are zero issues - none whatsoever - in not having a valid PR card while you remain in Canada in your circumstances. And those that apply for PR renewals online and whose cases are straightforward SEEM to mostly be getting PR card renewals fairly quickly.

Those that apply when not in compliance and/or not clearly residing and working in Canada SEEM to often have significant delays, apart from potential risk of having issues with their non-compliance.

So: wait. Apply later.

Agreed with the above comment. You are out of compliance with the residency obligation so you would need to wait until December to apply, assuming you haven't left Canada at all since returning. You won't be able to count the 21 days.
