Applying for Post Graduate Certificate while still in last semester in BE (IT)

My brother is in India doing bachelor of engineering and in his last semester. He is expecting to have his final semester exams by 20 June and get his final degree by July 5. He want to apply to Humber college in post graduate diploma program. His understanding is that he has to get his degree before applying. Anybody else in same situation ?

I am also in same condition.I am pursuing btech(last sem) and i am expecting to have provisional degree in mid of july. i have applied for conditional offer letter so you dont need to wait for result/degree. It would save approx 15-20 days cuz colleges take 5-10 days for processing and 10 days to open GIC

same condition here. BEIT Mumbai University. By rule the university is suppose to declare results on 45th day from last exam, and that will be 26th July. I also have a conditional letter. Now I am worried coz if 1st aug is last day for visa application, how after 26th july will I be able to get mark sheets, degree certificate, transcripts and loan all in just 4 days and apply before 1st aug. Also a university representative said that final day of visa application has been changed to 15th july now. This worsened my worry now ???
