People in Canada are aware of guarantor and references for first-time appliers of passports.
Just ask anyone you know to be reference, how hard is that.
Surely you know 2-3 people here to ask them to be a reference for passport ?
 
2 references people need to be Canadian citizen or not? What about they are only permanent residents or someone with work permit or student permit??

I used PR and WP. Faced no issues. Reference don't have status restriction. So student permit should also work.

References can even be outside of Canada, but they'll need to be available for a phone call during Canadian work hours.
