Hello friends,
I want to use the following IRCC policy to apply for an open work permit for my sister:

A few days ago, my sister entered Canada with a tourist visa. Her husband is in Iran and does not have a Canadian visa. Now we intend to apply for an Open Work Permit, and I wanted to ask if we can include her husband in the application so that both of them can obtain an Open Work Permit together? Does anyone have a similar experience?

Her husband isn't in Canada so to the best of my knowledge, only she can apply. Maybe others can comment. I think her husband needs to apply for a TRV and come to Canada.

This public policy will allow eligible Iranian nationals currently in Canada as temporary residents to apply for the following at no cost.

There is no mention of bringing family members to Canada based on this policy. In fact, each requirement states that one must be IN Canada. Most instructions will say if family members not in Canada can be included in an application. Husband should apply for TRV and then apply for open work permit.

Husband is probably the tie for the sister to return .O/P filed for asylum

As your sister only recently arrived and was not already in Canada it is unclear whether she will qualify for this program. This program was not meant as a way for any Iranian with a TRV to be able to qualify for a WP. If your sister and her husband would like to come to Canada and work your sister can find an employer willing to hire her and who has an approved LMIA and thenshe can apply for a closed WP online. If approved her spouse can then apply for an OWP.
