Applying for new Visitor Visa

Folks,

A friend of mine has his parents from Pakistan. They have been here for the past 5 years. Before their visitor visa was expiring, he applied for an extension and got an extension until December 2018, even though his parents visa was expiring in June 2017.

So now he is looking for directions to apply for their visitor visa or super visa before December 2017 as he is taking his parents on a vacation with his whole family and will be outside Canada.

Is there a possibility to apply for a new Visitors or Super Visa while within Canada.

So maybe clarify 'they have been here for 5 years' . Was this all on visitor visas with extensions or a super visa already ?

Yes that is correct they (parents) have been staying with them via visitor visa for 6 months, after which they go back during winter time and then come back ince spring starts.
