Applying for GCMS notes even when application is in normal processing time

Hi. Can we apply for GCMS notes even when work/ study permit application is in normal processing times?

Also can anyone on study permit or work permit apply for GCMS notes because it says: "To send a request you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently in Canada."

PLEASE HELP!

GCMS notes can be applied from canada.so any of them should be in Canada.
