Applying for express entry- Please guide- NOC 0311

Dear Members,
I will be applying in a day or two for now express entry under the NOC-0311 Managers in Health Care.
I have gone through the website www.cic.gc.ca and understood that you are only eligible for express entry once you a valid job offer. Is it true? Please clear my understanding.
I got every thing ready in my hands IELTS, WES, Police clearance certificates and ready funds.

No, that's not accurate at all.
A job offer is not required, but it will get you an additional 600 CRS points.

Also note the PCC (Police Clearance Certificate) for your current country of residence is only valid for 6 months, so you will probably have to get another one once you receive ITA.
