Applying for CEC from inside Canada and then leaving Canada for 6 months

Hi

Happy Canada Day

My first application got rejected after 10months of processing time because they didn't count overtime as work experience.

My second application is almost ready but I have a couple of questions :

Can I apply from inside Canada and then, do a 6months contract abroad and come back with another work permit in canada?

Can we apply from outside canada (mail address in France for example ).

what is the best option?

I have almost 3years of work experience in Canada, all my documents are ready.

I'm working contract by contract usually for a 6months duration.

You can apply for CEC from anywhere in the world. If you want to apply from France , then you have to select your home country visa office as you are staying in France for less than 1 year. Although most of the CEC applications are processed in CPP-Ottawa irrespective of visa office selected in application form.

You can also apply from Canada , select CPP-Ottawa as your visa office, when you move to France, you can just update your residential and mailing address with CIC, when you come back you can change the address to Canada.

do you have a link to the cic.gc.ca website where they explain this?

I tried to change the mailing address on the cic.gc.ca website using the loggin from my first application who got rejected and I can't change the country, that's why I was wondering if it's possible to change country after applying for the permanent residency
