Applying for a new TRV

Hi, I am currently in Canada and I recently successfully restored my status as a temporary resident. I have a Temporary Resident Permit and I would like to apply for a TRV so I can travel outside of Canada and return. Can i submit an application from within Canada or do I have to submit an application to the visa office in my home country? I can't seem to find any info on this online. Any help will be appreciated. You can only apply for a TRV inside Canada if you have a study or work permit. If not, you have to apply from your home country.
