Applying for a closed work permit from another country

I have an LMIA from a potential employer in Canada and now in the process of applying for a work permit.

I have to travel to UK for some family related thing. I am not a UK citizen, so I will be on a visitor visa, and this visitor visa is valid for six months form the entry.

Can I apply for a work permit from UK?
