Applying first passport from USA without guarantor

Anyone went through the process of getting a Canadian passport for the first time from USA?
I'm lost on how to fulfill the guarantor requirements. Been here for less than 2 years and cannot use a profession based guarantor, and the process to provide a statutory declaration in lieu of guarantor is not clear. Appreciate information if someone went through this process. Thanks.

If you really don't have a guarantor, such as a family member then, the Canada.gov website mentions you will need to visit the consulate or embassy. It's all on the website and if you're unsure, contact them.

If you can’t find a guarantor
You must

  • complete the Statutory Declaration in Lieu of Guarantor form
  • find someone who can administer an oath to swear to and sign the form
    • This person doesn’t need to know you personally.
    • If you’re in Canada,this can be a
      • notary public
      • justice of the peace
      • commissioner for oaths
    • If you’re outside Canada, this can be a
      • Canadian or British diplomatic or consular representative
      • Qualified local official, such as a civil servant or member of Parliament

I've gone through this information but it is a bit ambiguous on a host of things.
In case we go with a statutory declaration, what document need to be notarized in addition to the declaration? (Example, does the photo need to be notarized?)

It would be great if someone who went through this process can help.

If you had bothered to read the passport application form on page 6 it states that you need to obtain form Form PPTC 132 which is available from a Government of Canada office abroad. Without that form, or contacting them as stated above, you won't know what you need.

By the time you bothered to respond you could have found this information yourself and got the ball rolling.
