Applying College while PRTD in process

Hello everyone, the deadline to apply for University of Toronto is on January 13th. My PRTD is under process at IRCC office (retired as a Minor case) and I think it is going to take at least 6 weeks more. Should I apply as an International student? Or would it be considered a lie because I have my PR Card but expired? What do you recommend? I do not understand clearly which is my status. Thanks for your answers.

Which country are you from? you may apply as an international student and later send them the latest pr card or stamped visa.When did you apply for prtd? Have you got it?
