Apply visitor visa for my brother's family ( wife and kids)

I want to apply for visitor visa for my brothers family

Brother has visa visited in past as well for 10 days

wife and 2 daughter has to apply visa for visit

one of daughter's passport expire in 8 june 2023 -- any suggestion or risk for visitor visa ? she is going to turn 18 after that

can i consider them as family member

Recommend if from India, you can apply for passport renewal as it is going to expire less than 1 year and then apply with the new passport; she may get visa with 10yr validity.
