Apply PR outside of Quebec

I just have a simple question is it possible to apply PR on Ontario address while being physically present in Quebec ?
If yes what will be the challenges ?
I applied PR from Quebec 3 months ago but till now haven't heard back (AOR) but some missing information requested.

Are you moving to Ontario? You can certainly change your address once you have physically moved to Ontario.
