I am on closed work permit in Canada. Im struggling to pass ielts.

can i apply for PR in canada if my kid is born in canada.

No you can't. You don't qualify for PR because of having a kid born in Canada.
Later when he grows up and becomes 18 years old, he can sponsor you.

Having a Canadian child does absolutely nothing to help you stay here. I suggest you enroll in English classes.
