We submitted my wife's PR application inland in November without requesting OWP, still waiting for AOR. We're now regretting the decision not to apply for OWP as well.

Is it possible to submit separate application for OWP now? Or would we have to wait till we get AOR for PR? Would applying separately for OWP create any issues, since in the PR application we checked "no" for the question on whether we're also seeking OWP.

Any guidance is most appreciated, thanks.

Does your wife still have valid status? If she does, she can apply for the OWP now. She must apply by paper and include a letter of explanation so IRCC can connect it to the sponsorship app. There is no issue doing this.
 
Thanks - my wife is on a visitor visa now which expires in early February. Is this status sufficient for the OWP application?

Yes. She needs to have valid status in order to successfully apply for an OWP so you're good.
