Apply for OWP after Reestablished of status as visitor

Hi,
After receiving a refusal for the extension of my post-diploma work permit, I was ask to do a restauration of status.

I reestablished my status as a visitor. I also have an on-going request for permanent residency.

I wanted some clarifications to know if it was possible for me to re-apply for a new work permit.

I have applied under skilled workers Quebec at this stage I get just confirmation letter ( AoR) i'm waiting for medical visit
