apply for citizenship language

Hi, i need help please,

im trying to call immigration canada on the phone but the lines are always busy,
my question is about the language in the application ( CIT0002E )

and in number 7 of the application is about the language

we are from quebec and

my wife she did her Bulletins by the Ministère de l’Immigration, de la Diversité et de l’Inclusion du Québec (MIDI) or the Ministère de l’Immigration et Communautés Culturelles

which level does the immigration want?? and which one i should pick the question 7 to click on it
