Apply for a Student Visa - HELP PLEASE, URGENT

Hello, I am a visitor and I've found a college and I applied for it. Now I have to change my visa status, but my travel agency is saying that I have to apply back in my country and I can wait here until the process is finished and then I have to go to the USA and cross the border control there when I receive my visa.
Or they say that I can send my application to the USA but some people say that is not a good idea because in the USA they are going to deny the visa.
And back in my country it's going to be better.

WHAT CAN I DO? Help, please

To be approved for a study permit, you must demonstrate that you have ties to your home country and have no plans on remaining in Canada long term.
