hi im from the uk first came over to canada 2006 to see my future wife at the time as a visitor
i have been coming back and forth and i am still not situated here after almost 9years
married a canadian in 2012 child in canada 2008 and i still have to go back to england every 6 mnths unless i extend..
is there anywhere in the canadian government law that states if, in im my case has been coming back and forth for years, now he can apply for a PR CARD?
I have been talking to someone that is convinced that this is true...

Your Canadian citizen spouse needs to sponsor you for PR through spousal sponsorship. You could have submitted an application as soon as you got married in 2012. Is there a reason why you haven't done this yet?

The fact you have been visiting so much does not entitle you to a PR card.

the reason why me and my wife havent applied for the spousal application is because my wife is on welfare, she is trying to get off welfare, trying to find a job is difficult because she cannot take a job at min wage with 2 kids and mortgage.the jobs are quite scarese
i have suggested moving to the uk but she says that she wants to wait til her 16 yr old goes to college uni

I see - then yes, unfortunately this means she can't sponsor you.

As previously mentioned, visiting frequently does not allow you to apply for PR. If you want to apply for PR independently, you will have to qualify to apply through one of the following programs:

I think even if you are British you cannot stay in Canada for long period.Thats why he needs PR for long stay.
