One of the "experts" in my girlfriends city told her she should apply for an American visa and then a Canadian visa. This sounds crazy to me. Your thoughts?
 
I'm not sure I understand your question. If your girlfriend wants to visit the US - then she will need a US visitor visa if she holds a non-visa exempt passport. If she only wants to visit Canada, then she should only apply for the Canadian visitor visa and forget hte US visitor visa.
 
Yes she only wants to visit Canada. They somehow believe it would increase the chances of a successful Canadian application. Sounds crazy to me.

Having successfully obtained and used a US visitor visa in the past might increase her chances of a Canadian visitor visa approval. However it doesn't make sense to apply for a US visitor visa and then a Canadian visitor visa immediately afterwards.
