My husband was in a PGWP and then he applied for a spousal work permit and got a rejection for the same. We applied for restoration the very next day and currently his application is under review.
My question is can he work during this period in Canada?

Becasue In IRCC website it says:

If you lose your status
You must stop working.

If you want to stay in Canada and start working again, you must apply to restore your status and get a new work permit.

So according to this, I have applied for his restoration. So can he work now?

No, you can't. You have to wait for your status to be restored back to a work permit.

So is there any way where I can apply for another permit where I can regain my applied status and start working again?

If you have a job offer and approved LMIA you can apply for a closed work permit.
