Applied for refugee to Canada from other country

Hi,

I have a friend from country X but now working as a teacher in country Z. Due to political reason, she cant go home or renew the passport bcs right way the officer will put her on jail.
My question is, can she try to apply as refugee to Canada from country Z?

To come to Canada as a refugee (from outside Canada), you must be referred. The United Nations Refugee Agency (UNHCR), a designated referral organization, or a private sponsorship group can refer you. You cannot apply directly to us as a refugee.

Some of her friends success become refugee in Germany or Netherland but none to Canada yet

Can u plz tell me how to registered with UNHCR? And what is this?

The UNHCR is the United Nations refugee agency. Not sure of the exact application process but figure out where the office is in your country and either call or go to the office and ask how to register. They do this all the time so they will know how to proceed.
