Applied for PR With PA from outside canada

Hey everyone, first of all this is a an absolutely amazing forum it gave me a lot of insight.
I just wanted to know that im currently residing outside canada but my mom and siblings are living in canada Mississauga, they have applied for PR on 2nd feb 2019 their eligibility requirement was in process alongside criminality verification was also in process on 2nd feb 2020 but security verification was not initiated so i guess their application is in track, but my question is does it include those who reside outside canada too or when their PR arrives the same process is repeated with those residing abroad ?

How have they applied for PR?

Well through mail they have hired a lawyer, the lawyer filled all the forms and in the application we are all included .!! Including those who are not in canada

You need to provide more information. Which specific immigration program have they applied through?
