If one has applied for PR but has not received PR status yet, is he/she forbidden to leave the country, even for a short while? What if you have family emergency? Thanks in advance.
 
It doesnt matter, you are allowed to leave the country most ppl apply for PR and go back to their home country.

Just make sure you have a valid visa to get back into the country
 
Thanks for your reply. I went through several old threads and was just worried because some people were saying one needs to apply for a 'temporary travel certificate' of some sort if one does not have a PR card. For my friend's case it's not that she doesn't physically have the card in her hand -- she has only applied for it and no decision has been made. So if she is from visa exempt country, she should be okay, right? I'm sure she has no problem leaving but worried that she might be denied entry when she comes back to Canada. Thanks again!
 
If she is from a visa exempted country then she wont have a problem. The temporary travel certificate is when you don't have a PR card but you have been granted the PR and you want to come back into the country.

"The Travel Document - Permanent Resident Abroad program issues temporary travel documents to permanent residents of Canada abroad who do not have a permanent resident card (PR Card)."

IF she is from the Visa excepted country then it wont be a problem

"If you are a citizen of a country where you do not require a visa to visit Canada, you must still:

show an immigration officer that you satisfy all other requirements to enter Canada. If you do not, you may not be allowed to enter.
have a valid passport. Some citizens from visa‑exempt countries have to meet more requirements, such as having a machine-readable passport or an e‑passport to travel to Canada. Find out what the specific information on passport requirements are for your country.
find out if you need to undergo a medical examination. Visit a visa office to receive instructions on undergoing a medical examination."

Thanks again. I read the info provided in the link you gave, and one of the "requirements to enter Canada" is


•satisfy an immigration officer that you will leave Canada at the end of your visit;


But she won't have a return flight ticket, as the intention is to stay in canada as a permanent resident... currently she is on work visa I think. Apologize for so many questions!
 
If she is on a work visa then what would be the problem for her entry and if she is working she can show her work contract, pay subs etc
