It's not just for you. It's for everyone. The process is the same for everyone. IRCC doesn't just accept the police certificate, they also conduct further reviews to confirm your background and complete the security clearance. Again, they do this for all applicants. Any delays are due to your country of origin (or a country you've lived in) being slow in providing the information Canada needs to finalize your application. Once again, the process is the same for everyone. Your country is extremely slow to respond and this is the reason for any delay in background or security checks.

Canada relies on other countries to provide information to pass security checks. It's extremely easy for Canada to obtain this information from some countries. For other countries it's extremely difficult (these countries do not cooperate with Canada) and this is why the security check and/or background check can take years. Given how long you have been waiting, I expect you have lived in 1 or more countries where it's extremely difficult to obtain this information.

Maybe you should direct your anger towards Quebec government and ask them why it took them 6 years to give you CSQ.
As far as federal government is concerned, your application is still within normal processing timeline
