my name is Olid. I have applied for canada study permit twice in sep 2018 and Jan 2019. But I got refused. I would like to know is there any chance to get the visa after getting rejecte.

1)purpose of visit
2)Have not provided english proficiency(No IELTS)
Second time-
1) purpose of visit
2) travel history
3) sufficient bank balance ( with IELT 5.5)

You need to write a convincing SOP with enough money in your account
 
What is SOP
Statement of Purpose letter. You need to explain to the visa officer why you picked Canada, why you picked the university and course, how your studies will help your career plans after graduation. You should also satisfy the visa officer that you will return home after graduation in this letter.

Also you need to show enough money for 1 year tuition + C$10,000 for 1 year of living expenses (C$11,000 if you plan on studying in Quebec)

Without strong SOP you'll always get rejection based on purpose or visit!
 
SOP is not a requirement and not on the list of documents required for a study permit. You won't be denied a study permit because you don't have a SOP, no one has ever been denied because of lack of SOP.
