What defines "received" in the world of immigration?? Is it once the mail has been received... or will they send a letter or email out saying the application is now in process?

It is the date the application was received at the CIC office in question. They do not usually send out confirmation of receipt.

Yes, it's once they have received the package. I imagine the envelopes or boxes are stamped with the date, although this date is not entered into their system until the app has been opened for processing.

This is why it is recommended to send your app by courier or xpresspost/priority post with signature required. This is the only way you will know if they received it.
